Job Description
The Veterans Employment Representative in this Department of Career Services, MassHire Lowell Career Center position will be responsible for providing intensive services and facilitating placements to meet the employment and training needs of veterans, prioritizing service to special disabled veterans, other disabled veterans, and other categories of veterans in accordance with priorities determined by the Secretary of Labor (Secretary). Duties include reviewing and analyzing Career Center Veterans information through records, tests, interviews and observations; advising clients on such matters as creating employment plans and developing job search techniques; conferring with agency staff and others on clients' behalf; conducting counseling interviews; responding to inquiries regarding eligibility for/benefits of procedures related to various Career Center programs; acting as liaison to associated public and private service organizations; compiling educational and other information as needed and performing related duties as required.
Incumbent may be out-stationed at other Career Centers or agencies in order to ensure services to Veteran customers, based on federal funding levels and geographical proximity.
Special Requirements:
THIS IS A VETERAN FUNDED POSITION. Appointment to this position must be made in the order of preference provided by Public Law 100-323, as follows? First to qualified service-connected disabled veterans: then, if no such disabled veteran is available, to qualified eligible veterans; and if no such eligible veteran is available, to qualified person (as defined in 38 U.S.C.) Applicants claiming veteran preference must provide a copy of their DD-214 Member 4 copy and when claiming disabled veteran preference must provide a copy of their DD-214 Member 4 copy and statement of disability from the Veteran?s Administration. Applicants applying via internet must ensure that required military documents, DD214 Member 4 copy and CURRENT U.S. Department of Veterans? Affairs (VA) statement of disability letter, are submitted prior to closure of job announcement.
Preferred Qualifications:
Ability to communicate effectively orally and in writing
Proven ability to accurately and concisely record information and maintain the integrity of the computerized database
Interviewing and recruitment skills
Experience with assisting Veterans in translating their military skills into the civilian sector
Ability to conduct job search workshops
Ability to administer and score aptitude tests, skills, tests, and personal interest inventories
IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.

Minimum Entrance Requirements:
Applicants must have at least (A) two years of full-time, or equivalent part-time, professional experience in employment counseling, vocational counseling, guidance, placement counseling, rehabilitation counseling or educational counseling, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's or higher degree with a major in counseling or guidance may be substituted for the required experience.*
