Job Description

The Town of Billerica seeks applicants for the position of Assistant Tax Collector

    

Duties
o    Provides professional, administrative, supervisory and technical support to staff to ensure the office functions efficiently.
o    Reviews and verifies tax bill and demand notices for accuracy.
o    Responsible for collecting taxes for real estate, personal property and motor vehicles, as well as water bills.
o    Provides counter assistance when needed.
o    Responsible for verifying tax service files when received and processes through the Munis System.
o    Oversees the online system Invoice Cloud. Responsible for verifying information, downloading payments, confirming balances, reversing returned payments.
o    Reviews all invoices for accuracy and processes payments through Munis.
o    Research payment inquiries from residents and tax services to confirm any misapplied or missing payments.
o    Supervises four cash drawers and balance daily.
o    Responsible for daily deposits to the bank via Remote Deposit and processing bank adjustments.
o    Responsible for picking up and processing mail.
o    Prepare and process advertising letter for Tax Taking.
o    Confirm and updates all fees associated with Tax Taking in Munis.
o    Prepare, process and record tax titles.
o    Responsible for approving time off, ensuring enough coverage.
o    Assigns and prioritizes work of department employees.
o    Process payroll for the department. Confirm step raises, paid time off, bonuses, longevity payments and any contractual increases.  
o    Acts as the Tax Collector/Treasurer during his/her absence.
o    Performs similar or related work as required, directed or as situation dictates.

Requirements
Knowledge:   Thorough knowledge of principles and practices of municipal finance. Working knowledge of computer applications for financial management and the Town?s payroll system. Knowledge of standard office operations and procedures. Working knowledge of Mass General Laws, Town Policies and By-Laws, State and Federal regulations.
Ability:   Ability to work well with other town departments. Ability to communicate effectively in writing and orally.   Ability to operate standard office equipment. Ability to work under occasional stress generated by deadlines.   Ability to supervise, assign and evaluate the work of employees.  Ability to plan and prioritize work and perform multiple tasks within a timely manner. Ability to interpret and enforce municipal accounting regulations in an impartial, consistent manner.
Skill: Excellent organizational and customer service skills. Proficient computer skills in the use of Microsoft Office and the Town?s financial/payroll system.   Excellent communication skills and strong attention to details.

Education
Bachelor?s Degree in accounting, business, finance or related field; three to five (3-5) years of accounting experience in public sector finance; or an equivalent and relevant combination of education, training and experience.  MCTA Certification.  

Salary    
$72,514.01 - $85,678.23
