Job Description
SUMMARY
Upskilling Navigators will support the recruitment, screening, and enrollment of MassHire Career Center customers into various upskilling training programs utilizing ARPA (American Rescue Plan Act)- funded training. Develop relationships and collaborate closely with training providers, Business Service Team, Career Advisors, Partner Agencies and others in the workforce development system.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Provides program information, intake, assessments, testing, screening of referrals, and obtaining eligibility documentation for program participants.
- Responsible to provide outreach and marketing.
- Work with customers to identify potential training programs and assess customers suitability for the program to ensure enrollment readiness for various grant funded training programs.
- Understand regional strategy and training priorities for ARPA and CARES Act programming.
- Develop expertise on training providers in region and maintain knowledge and engage ARPA-funded training provider, including key programs, prerequisites, and training cycles.
- Assist MassHire customers in navigating local resources and provide referrals.
-Provide customers post placement support for CTI (Career Technical Initiative) programs, and for other ARPA funded programs.
- Provide job placement assistance, which includes job development and working closely with the Business Services team to match customers to open job opportunities.
- Provide intensive case management and follow-up services
-Build relationships with participants to ensure customer engagement continues on a monthly basis.
- Arrange for supportive services and referrals as needed to partner agencies for wrap around and blending of services.
- Engage internal stakeholders for technical assistance and sharing best practice.
- Maintain thoroughness and accuracy in written case files, MOSES system, and documentation so that all program and contractual requirements are met
- May engage in focus groups, job fairs, meetings as required
- Other duties as assigned.
REQUIREMENTS, KNOWLEDGE, SKILLS
- Bachelor's degree in related field with two-years? experience and/or training involving career counseling, case management, recruitment, or counseling; or an equivalent combination of education, training, and experience.
- Two years of working in a career center or providing career development services to unemployed/underemployed adults or youth is highly desired.
- Experience in working with diverse populations is highly desired.
- Experience in public speaking and presentations is highly desired.

- Ability to document and maintain records in data base as well as paper files accurately and in a timely manner is required.
- Thorough knowledge of and experience with WIOA regulations, programs, guidelines, and administrative requirements is highly desired.
- Experience with building community partnerships and relationships among stakeholders is desired.
- Proven proficiency in Microsoft Office Suite is required; experience with database and report management is desired.
ADDITIONAL REQUIREMENTS
- Must be able to work in assigned locations throughout the region; the current full-service career centers are in Framingham and Norwood.
- Must be able to travel throughout the region for business purposes.
- Must perform additional work as assigned.
SALARY RANGE: $51,316.39 - $68,305.40
