Job Description

Operational Program Manager oversees the systems, procedures and policies that are an integral part of the day-to-day running of the career centers as it relates to Workforce Innovation and Opportunity Act (WIOA), Veteran Services and other grant funded programming. Additionally, this position stays current on programs, funding, and regulations; participates in development of new initiatives; and interprets and disseminates reports in conjunction with the Lead Career Advisor/Quality Assurance and Job Specialist IV; and is the primary point of quality assurance and process improvement for the Career Center, supporting the Operations and Business Services Managers. Provides support to the Career Center Director in activities and actions related to hiring and screening, time off monitoring, timesheet submission, reimbursement for staff and customers, supply ordering and purchase order submissions.  

ESSENTIAL DUTIES AND RESPONSIBILITIES
-Program Performance Accountability as it relates to quality assurance and process improvement for Workforce Innovation and Opportunity Act (WIOA), Veterans, America Rescue Plan Act (ARPA), and other assigned grants.
-Produce/generate/review reports to track career center performance and work closely with the Lead Career Advisor/Quality Assurance and Job Specialist IV to provide guidance and oversight to the Career Advisors, Veteran Representatives, and other assigned staff.  
-Strategic assessment of effective processes and creating plans for adjusting ineffective processes.
-Assist in implementing strategies to reach common measurement goals, objectives, and priorities.
-Work in collaboration with the management team to ensure day-to-day operations, functional area operations and other Career Center needs are addressed.
-As appropriate and directed by the Career Center Director, provide clear and consistent guidance, training and support to Management Team and Career Center staff.
-Responsible for successful collaboration/communication/coordination among their functional team and consistency in program and process to ensure organizational goals are achieved/exceeded.
-Responsible for understanding all programs under the Career Center including Title 1 Adult and Dislocated Worker, Wagner-Peyser, -Reemployment Services and Eligibility Assessment (RESEA), Veterans, NEGs, ARPA, etc.  
-Must understand the WIOA Act and Regulations and Guidance as they pertain to career center operations and performance
-Designated as Complaints/Equal Employment Opportunity (EEO) Officer
-Fill in as organizational representation when assigned by the Career Center Director
-Ensure compliance with Department of Career Services (DCS) policies, procedures, and professional standards
-Other duties as assigned.

REQUIREMENTS, KNOWLEDGE, SKILLS

-Bachelor's degree in related field with two-years? experience and/or training involving career counseling, case management, recruitment, or counseling; or an equivalent combination of education, training, and experience.
-Two years of working in a career center or providing career development services to unemployed/underemployed adults or youth is highly desired.
-Experience in working with diverse populations is highly desired.
-Experience in public speaking and presentations is highly desired.
-Must possess and demonstrate excellent ?soft skills?
-Outstanding communication skills, both verbal and written. Multi-lingual abilities are highly desired especially in Spanish or Portuguese
-Ability to document and maintain records in data base as well as paper files accurately and in a timely manner is required.
-Thorough knowledge of and experience with WIOA regulations, programs, guidelines, and administrative requirements is highly desired.
-Experience with building community partnerships and relationships among stakeholders is desired.
-Proven proficiency inMicrosoft Office Suite is required; experience with database or report management
