Job Description

Reports directly to the Chief Assessor. Relies on background knowledge of state and municipal government codes. And regulations including Appellate Tax Procedures pertaining to property  assessment and taxation. Follows a wide range of procedures to assess the market value of various taxable residential, commercial, and industrial properties and enterprises.

Principal Duties:
1.    Prepares sales ratios to aid in the assessments, to include building permits
2.    Assesses a wide range of taxable residential commercial and industrial properties by comparing these with other properties having similar architectural characteristics and designs, appearances, acreage, location and with proper consideration of prevailing economic factor, interest, and investment possibilities. The assessment is made difficult due to local market and economic fluctuations and instability and where the general condition of the property must be considered and where in some isolated areas may be void of direct comparable property assessment.
3.    Responds to appeals and abatement requests by re-evaluating property status and adjusting the valuation and assessment as necessary.
4.    Determines and applies an appropriate and equitable tax rate to the property valuations to arrive at an amount which will cover state, county, and local appropriations and the Towns? budget and financial obligations.
5.    Functionally directs a subordinate staff.
6.    For each Fiscal Year create in CAMA system new lots, subdivisions Condo Complexes and ANR?s received from the Registry of Deeds to update the Assessor Maps and ultimately the tax rolls.
7.    This position requires the Assistant Assessor/ Data Collector to be in the field at least 70% of the time.

The above are typical tasks regularly performed but additional related tasks of equivalent skills and responsibilities may be performed as service requirements change.

Minimum Qualifications
Skills, Knowledge, and Abilities:
-    Must be well organized
-    Knowledge of the Massachusetts Appellate Tax Procedures
-    Requires a valid driver license
-    Proficient in Microsoft Word, Excel, and Outlook

Education and Training:
-    Requires a High School diploma
-    3-5 years of progressively responsible experience in municipal property assessment

Physical Demands:
-    Ability to walk on level, rough, uneven, wet, or frozen ground.
-    Considerable physical effort is required for site inspections, field investigations and verification of wetland boundaries.
-    Exposure to all types of weather conditions.
-    Travel by personal auto is necessary.

Special Notes:
In the absence of the Chief Assessor, the Assistant Assessor/Data Collector may be appointed to assume a supervisory role to manage the daily office operations in the Assessing office.
