Job Description

Position: Director of Human Resources

FLSA Status: Exempt
Reports to: Executive Director of the Collaborative for Educational Services (CES)

Purpose: The Director of Human Resources, in conjunction with the Executive Director and support from
the Cabinet, coordinates, oversees and connects HR functions in order to build, retain, develop and manage a
workforce which positions CES as an employer of choice, while also ensuring the agency's long-term
sustainability.

The Director of Human Resources specifically supervises Human Resources staff and coordinates the
implementation of the departments' services to support a culture of learning and a community of care in
alignment with CES' strategic plan, CES Values and the HR Department's strategic plan.

The Director of Human Resources is the organization's primary promoter of lawful, consistent and equitable
organizational policies or practices which are enforced in partnership with leadership.

This transformational leader focuses on building strong interpersonal relationships which support the
achievement of organizational goals. This individual models and inspires excellence, stimulate ideas and
embraces new perspectives. She/he/they serve as coach and confidant to all staff in order to develop their
skills and abilities in the interest of advancing professional growth in service of each individual as well as the
organization as a whole. This individual must also believe in and operationalize the value of diversity as critical
to the success of CES.

Required Qualifications:
To perform the job successfully, an individual must be able to perform each essential responsibility
satisfactorily. These requirements are representative, but not all-inclusive, of the knowledge, skill, and
leadership ability required of the agency Human Resources Director. Reasonable accommodations may be

Broad knowledge and experience in state/federal employment law; compensation plans, employee
benefits programs; employee relations; safety and liability issues; and training and development.

Bachelor's degree.

Minimum 5 to 7 years HR management and leadership experience.

Above average oral and written communication skills, including ability to effectively present, respond
and clarify complicated concepts.

Experienced in conducting internal investigations.

Excellent counseling, negotiation, mediation and interpersonal skills.

Understanding of andragogy (adult learning theory).

Proven experience in a leadership role.

Demonstrated ability to serve as a successful participant on the executive management team that
provides company leadership and direction.

Ability to maintain confidentiality and handle sensitive situations with discretion.

Proven ability to work independently, manage multiple diverse projects simultaneously and without a
large support staff.

IT proficiency in a variety of applications software, web-based tools and HRIS systems.

Strong analytical skills and attention to detail.

Preferred Qualifications
Advanced degree.
SPHR Certification.
Experience with collective bargaining, education, public sector employment and with multi-site  organizations.
Experience working with decentralized organizations and/or educational institutions or programs.
Experience in making business decisions through the use of quantitative and qualitative analysis including the use of metrics.
